What this PR does / why we need it:
In the autonomous shoot cluster scenario, the etcd pods have to run as root in order to be able to use the host path volumes for reading config files and writing data.

Part of #1071

Release note:

It is now possible to run the `etcd` pod as `root` by setting `.spec.runAsRoot=true` in the `Etcd` API.
