Describe the bug
The monkey island requirements.txt file is outdated:

1. doesn't include bson
2. has tornado not locked to python 2.7 (5.1.1)

To Reproduce
Steps to reproduce the behavior:

1. try to fresh install island

Expected behavior
pip install -r requirements ought to install all requirements for python
