When using npot textures and a non-unity block size, e.g. a
compressed format, the calculation of block count cannot be
caculated by dividing the base level block count by 2^Level as
sometimes we need an extra block. This is often only evident with
the higher mip levels.

This issue is now fixed in master branch for GLI 0.8.1 release,
