We'd like to get additional test coverage via framework tests and goldens. Before we can do this, we need to skip some subset of tests that don't work and find a way to deal with golden diffs on a roll.

Edit: the singular issue causing trouble across the repo is that rotated text goldens are unstable, which is a problem given the propensity to include the debug banner in goldens. Where this is a problem I'll be disabling it, we can handle fixes and investigations as a follow up.
