FLTCam is huge (1000+ LOC) with lots of states, so needs serious refactoring to break things up before the migration; CameraPlugin also has some complexity, but relatively easier;

Will also need many backfilling tests.

Please don't forget to backfill tests to reduce the risk of regression, as explained in the docs.
