Tiny fix to get runtime_stage building against the MS STL that ships with VS2022. Ran into this while syncing impeller-cmake to flutter HEAD on Windows.
The generated flatbuffers header uses
std::array, which is indirectly included through<span>in the LLVM STL, but is only forward declared in the MS STL.Flatbuffers PR to fix the inconsistency.
