provide a tarball per OS for feel++ thanks to -t package target

the location is here:

CPack: - package: .... feelpp/build/default/feelpp-0.110.0--x86_64.tar.gz generated.

We need to add the OS flavor(ubuntu, debian,redhat) and version.

The tarballs are then uploaded to the actions as artifacts
