What this PR does / why we need it:
Using fedora:latest enforced the usage of clang-20; see #3535 (comment). It seems like clang-20 compiles a bytecode that is not accepted by at least ubuntu 6.8.x (the one used by gha runners) verifier.
For now, stick to fedora:41 with clang 19.
