account for HAVE_FSEVENTS being defined via watchman_system.h

Summary: as dtolnay pointed out on D80902289, its possible for HAVE_FSEVENTS to be defined in `watchman/watchman_cmd.h` - so move that above the directive.

Upgrade the Cargo.toml for watchman/serde_bser

Summary: These are dependencies for Pyrefly, and were dragging in extra old copies of thiserror etc. Might as well upgrade them to watch is used by BUCK, so what we test with.
