Update type tests
This pull request updates the type tests, specifically for
ESLintRules, to useLinter.Configinstead ofLinter.LegacyConfig. This will be necessary in order to remove the deprecatedLinter.LegacyConfigtype.What changes did you make? (Give an overview)
