escda-with-SHA-224 oid is missing from header files

To Reproduce

grep for escda-with-SHA-224 in an install of OTP 28.0

Expected behavior

The oid definition is present in a header file such that it can be parsed and included in other libraries (i.e., x509)

Affected versions

OTP 28.0

Additional context

Right now x509 can not be used with OTP 28 per the mentioned bug. I have not checked yet for any additional missing OIDs from header files (public_key.hrl, OTP-PUB-KEY.hrl, etc.).

It may be this was intentional change, yet I do not see it potential incompatibilities.
