Widgets have options ... button even if you have no management rights leading to broken popup #20114
Description
Steps to reproduce
- go to a room that has a widget and you have no permission to modify widgets
- go to right panel room info tab
- click
...Options button on a widget - it is now stuck in a weird state, e.g. hovering on stuff isn't working anymore
- click again to get back to normal state
