Explore button next to search doesn't do anything when in Explore rooms view #19300

Steps to reproduce
- Open the Spaces home of a space with 0 rooms or sub spaces in it
- Try to click the button (next to the room search in the room left sidebar)
Outcome
What did you expect?
Some kind of feedback.
What happened instead?
No feedback.
Improvement suggestion
Have it instead show the Public Room Directory and allow direct adding of rooms to the space using that maybe.
An alternative discussed with @kittykat at the community testing was to "animate" it away while at the space home.
