Align Ask AI commands for both editor and terminal to provide a more consistent user experience. Ensure that the AiTerminalChatWidget is displayed only for user-created terminals and not for task terminals, since only user-created terminals support terminal command execution.

How to test:

• Use both Editor & Terminal Ask AI commands (via command palette, keybinding, or context menu) and verify that the correct actions are triggered without interference
• Verify that AiTerminalChatWidget does not appear for non-user terminals (like Task terminals)
