Regression in resizing docked panels while the active editor is a custom editor or a webview #15589

Bug Description:
Hi,
There is a new regression in the latest Theia version when resizing any docked panels while a custom editor or webview is open and active/visible.
Steps to Reproduce:
- open any webview (e.g. open a jpeg file, or a custom editor)
- try resizing the left panel (file explorer or any other panel)

- Operating System: Mac (using chrome)
- Theia Version: 1.61
