Bug Description: When toggling the maximization of the bottom panel using the "Toggle Maximized" command, the toolbar associated with widgets in the bottom panel disappears. The toolbar does not reappear until all tabs in the bottom panel are closed and reopened.

Steps to Reproduce:

1.Open a widget in the bottom panel that includes a toolbar (e.g., Problems, Output).
2.Use the "Toggle Maximized" command to maximize the bottom panel.
3.Observe that the toolbar disappears.
4.Close all tabs in the bottom panel.
5. Reopen a widget in the bottom panel.
6. Observe that the toolbar reappears.
