Setting: expand category/section with long sub-categories list shrinks the whole Theia page app length --> no main menu #15248

Bug Description:
Hi,
This is a strange issue, on the latest Theia build (master).
Steps to Reproduce:
- open the browser app
- open the setting panel
- expand the extensions category
- the whole page length shrinks --> the main menu is not visible
- click on a different view than the selected view (explorer) in the left panel, e.g. search, the page length gets back to its normal and the main menu is visible again
- expand the AI Feature in the setting, it will shrink again...
