Description

Rust 1.80 fails to build time crate versions < 0.3.35: time-rs/time#693, this bump fixes that.

How Has This Been Tested?

Built the package before the change and after to verify the issue is gone.

This seems to be a full category of possible regressions Rust hasn't considered. See rust-lang/rust#127343 (comment).

Anyways, please merge ASAP.
