This would manifest itself as a named colorset JSON file inside of an i18n folder, just like we have for RoboPaint main & modes.

The REST of this ticket is adding actual translation support where it's needed. Color names are rarely shown except in settings, though are used in manual mode so the translated string must be available globally. Discussion may be needed on implementation specifics.
