[AsmDiff] For attributes, move the +/- diff symbol to the attribute instead of the affected API #13814
Description
This has come up multiple times:
- API diff between .NET 8.0 Preview 3 and .NET 8 Preview 4 core#8469 (comment)
- API diff between .NET 8.0 Preview 3 and .NET 8 Preview 4 core#8469 (comment)
AsmDiff shows the API as deleted and then re-added with new attributes or with removed attributes. It's confusing. We should find a way to only show the diff +/- symbols next to the updated attribute.
