What I did
Remove the GitHub action in charge of generating the PR to update Compose reference documentation in the docker/docs repo.
Since the migration from Jekyll to Hugo, the GHA is broken and doesn't update the ref docs.
Docs team will manage the update of the reference doc directly in docker/docs, since
