FreeBSD 13.0 is no longer available and soft-fails with the following message: > The resource > 'projects/freebsd-org-cloud-dev/global/images/family/freebsd-13-0' was not > found

We ought to keep on top of the latest versions regardless. FreeBSD releases have a short support lifecycle, with 13.0 already eol - 13.5 support ends April 2026 along with 13.x as a whole. |

The test failures in #21327 made me curious.
