Testing:
PNC Child Create:

./doctl --context new_s2 network --type "partner" attachment create --name "deeps-13-June-ha-children" --connection-bandwidth-in-mbps 1000 --naas-provider "MEGAPORT" --region "stage2" --vpc-ids "270a76ed-1bb7-4c5d-a6a5-e863de086940" --parent-uuid "1a969528-10ef-4d74-92c7-a744a1caabd2" --redundancy-zone "MEGAPORT_RED"

PNC List Parent and Child:

./doctl --context new_s2 network --type "partner" attachment list --format ID,Name,ParentUUID,Children

Some of the changes are present from the PR. This will be remove after the godo PR is merged.
