This backports the testnet difficulty throttling from the difficulty code that wallet had copied from dcrd. This is required to avoid consensus violations when syncing testnet3. While here, also update to the latest version of the dcrd's blockchain module to avoid any more surprises. This is a backport of a7ad739.
