The Windows Server 2019 runner image will be fully unsupported by June 30, 2025. To raise awareness of the upcoming removal, we will temporarily fail jobs using Windows Server 2019. Builds that are scheduled to run during the brownout periods will fail. The brownouts are scheduled for the following dates and times:

Should this be backported to v1.3-ossivalis, and to be considered also for extension-ci-tools (@samansmink).

Any reason why this shouldn't be windows-2025 so future changes to the image don't break the build?
If that's the intended behavior (stay at the bleeding edge), why not do the same for ubuntu and mac?
