We need to design and implement proper (de)serialization of FInalizationState so that it could be usable during node start. Implementation in #429 processes every main chain's block on the disk and restores finalization state from transactions. Although it's reasonable enough for now, as pointed out by @Gnappuraz, it'd be super slow on the main net.
