Add new columns to the line type tables based on MET-10.1.0 requirements:

• For HSS enhancement, configurable option for statistical calculation MET#1749, add HSS_EC and EC_VALUE to the MCTS line type.
• For HSS enhancement, configurable option for statistical calculation MET#1749, add EC_VALUE to the MCTC line type.
