Describe the Enhancement

dtcenter/MET#1749 added a new HSS_EC statistic to the MCTS line type. This is configurable by setting the hss_ec_value configuration option for Point-Stat, Grid-Stat, Stat-Analysis, and Series-Analysis. This was added to MET in 10.1.0-beta1. This task is to enhance METplus to make the setting of hss_ec_value a configurable option for these tools.
