Describe the Enhancement

The docker build of METplus does not use the latest tag. (#2305 (comment)). This means that the default docker pull that one does to try out the container doesn't work, and instead a specific version needs to be pulled, like 5.1-latest. This is all well and good, but it doesn't appear to be documented anywhere, such as on the Docker Hub README, or in the installation documentation.
