Describe the Task

As discussed in the 20230405 METplus All Hands Meeting, the team has decided that we will officially provide bug fix support for the current stable release and for the developmental releases with potential exceptions for the needs of funding institutions. This information will be noted in the METplus Release Guide, which we will link to on the Downloads pages:

METviewer Downloads
METexpress Downloads (confirm with @mollybsmith-noaa first as she was not at this meeting - Julie confirmed with Molly on 5/19/23)
and in the GitHub README files.
