Bugfix: Skip-if-output-exists logic incorrectly skips files #2096

This bug was brought to attention in discussion #2095.

Describe the Problem

CommandBuilder.find_and_check_output_file uses {self.app_name}_{prefix}*{valid_format}V* to check if a grid_stat (or other tool that produces multiple output files) run should be skipped. This search string includes the valid time but does not include the forecast lead information. This means that processing multiple forecast leads for a given valid time can result in runs being skipped when they should not be.
