Describe the Problem

Values set for POINT_STAT_OBS_WINDOW_BEG/END should be used over values set for OBS_WINDOW_BEG/END. Currently the latter is used if both are set.

Also, only integers are accepted values, but MET supports arithmetic expressions, so that should be supported as well.

Expected Behavior

If the following are set:

POINT_STAT_OBS_WINDOW_BEGIN = -1
POINT_STAT_OBS_WINDOW_END = 1

OBS_WINDOW_BEGIN = -2
OBS_WINDOW_END = 2

Then for PointStat, the METPLUS_OBS_WINDOW_DICT should be set to
obs_window = {beg = -1;end = 1;}
instead of
obs_window = {beg = -2;end = 2;}
