We would like to be able to install METplus wrappers and the MET C++ excecutables via Conda.

Describe the Enhancement

Develop a conda recipe to install on Linux and MacOS. Ensure that all tests pass using the software installed this way. Ideally upload the recipe to conda-forge so it can be available to the public. Focus on METplus 6.0.0 / MET 12.0.0 first.
