Update the short-range data tarball on 'mohawk' with new FV3 Physics data to correspond to changes made to the FV3 Physics code ~ August 2023 for a NOAA intern.

Update the METplus short-range use case documentation to use the new date corresponding to this data and make any other necessary changes.
