Describe the Enhancement

MET issue dtcenter/MET#2801 and corresponding pull request dtcenter/MET#2802 adds a new global configuration file option time_offset_warning to define an allowable tolerance between input timestamps. This was requested via discussion #2472. If the difference in timestamps is less than or equal to this tolerance, the difference it logged using a debug(3) message. If it's larger, then a warning message is printed instead.

This issue is to add a corresponding METplus option to make this setting configurable.
