StatAnalysis - Add support for using a custom loop list #1893

Currently STAT_ANALYSIS_CUSTOM_LOOP_LIST is not supported and CUSTOM_LOOP_LIST does not have any effect on StatAnalysis wrapper.

Describe the Enhancement

Add support for custom loop lists in StatAnalysis wrapper. Making the wrapper a RuntimeFreq wrapper would add that support and move us towards making all of the wrappers configurable this way. For the sake of time, only support a runtime frequency of RUN_ONCE to keep existing behavior.
