Expected Differences

This PR is all documentation updates, adding release notes, upgrade instructions, and a few more tweaks in preparation for the MET version 12.1.0-rc1 release.

I like the formatting changes you made for the configuration options. Thanks for enhancing the way that look in the documentation.
