Enhance PB2NC to write unit and description strings for derived variables #3099

Description

Describe the Enhancement

This issue arose from discussion #2906. Currently, pb2nc writes empty strings for the units and description of derived variables. The issue is to enhance pb2nc so that it writes units and descriptions for these variables. There is some question whether these units should be hard coded or defined in the configuration.
