Document UGRID configuration options added to Point-Stat and Grid-Stat #2748

Description

@JohnHalleyGotway

Describe the Task

Issue #2231 and pull request #2723 added support for reading unstructured grid information from NetCDF input files. Three new configuration options are added to both the Point-Stat and Grid-Stat default configuration files.

  • ugrid_max_distance_km = 30;
  • ugrid_user_map_config: to override metadata settings (dimension and variable names)
  • ugrid_coordinates_file: to specify the static metadata file (for MPAS)

However no documentation was added to the MET User's Guide to describe them.

This issue is to add documentation to describe them and support @georgemccabe in adding support to them in METplus wrappers.
