Revise the use of temporary files in PB2NC #2697

Describe the Enhancement
As discussed in the Contributor's Guide documentation the PB2NC Tool writes up to 4 temporary files. However, 3 of the 4 contain the same content, which is a Fortran-blocked version of the input PrepBUFR file. This issue is to revise the handling of temporary files in PB2NC and ensure that only 1 version of the Fortran-blocked input file is created rather than 3.
