Bugfix: Update the MET flowchart for version 11.0.0 #2389

@JohnHalleyGotway

Description

@JohnHalleyGotway

Describe the Problem

We failed to update the MET flowchart to reflect changes for version 11.0.0.
While 11.0.0 does not add or remove any tools entirely, it does modify the supported inputs slightly.
Regardless of the changes, we should provide an updated flowchart for each major/minor version.

Expected Behavior

Define 11.0.0 flowchart and update the User's Guide to link to it.
