Update MET version number to 11.0.0. #2132

Description

@JohnHalleyGotway

Describe the Task

In beginning development toward the new MET version 11.0.0 release, we need to update the version number from 10.1.0 to 11.0.0. Note that #2022 will be modifying existing .stat output lines. So we'll need the updated version number to differentiate between the old vs new output formats.

This task includes:

  • Changing the version number in the compiled code.
  • Adding header file definitions for the new version in 2 spots.
  • Updating the version number listed in the MET config files.

Time Estimate

4 hours.
