Describe the Enhancement

The following error message from NetCDF API informs us the cause of problem.

'netCDF::exceptions::NcEdge'
  what():  NetCDF: Start+count exceeds dimension bound

But no clue where NetCDF API is called. Sometimes this is not repeatable with debugging mode or in running at the different host or OS (reported this on Mac). It will be nice to check the start offset and count before calling NetCDF API.
