Fix the Plot-Point-Obs documentation to remove the duplicate configuration section. #1789

Describe the Problem

As reported via met-help (https://rt.rap.ucar.edu/rt/Ticket/Display.html?id=99857) sections 27.1.2 and 27.1.3 are almost entirely duplicated in describing the plot_point_obs configuration file. I carefully checked and found that 27.1.2 is most accurate and up-to-date since it includes the addition of the grid_data.regrid option.

Expected Behavior

We just need to remove section 27.1.3.
