Description

When a form has a conditional section and nothing else after a page break, neither the 'Next page' arrow nor the submit button appear

Steps to reproduce

1. Create a form with a 'Choose [an] option[s]' question
2. Add a page break
3. After the page break, add a conditional section
4. Do not add any other questions/sections after the page break
5. Accessing the form as a participant, one is not able to click through to the next page or submit the form, regardless of whether the condition for the conditional section is met
