What happened?

Description

The project was on the Commerce version 5.2.8 and I were able to share a cart from CMS to a customer with the action load-cart. Since I update it to the latest 5.4.0 the action is not working anymore.

Steps to reproduce

1. Create a cart (from the CMS or the frontend)
2. In the cart in the CMS, click on the top right gear button and click on Share cart button/link
3. Copy the load-cart URL given by the CMS and run it into a new browser tab

Expected behavior

When we run the Share cart link it should load the cart as the current cart of the current session.

Actual behavior

Nothing happen.
