What happened?

Description

When creating a discount in Commerce Multisite, it will only save the related entries (Only match purchasables related to…) from the primary site, not the other sites.

Steps to reproduce

1. Tried to add new entries in Only match purchasables related to…

Expected behavior

Should be able to save entries from all sites, not just the primary site

Actual behavior

The system removes all entries that are not from the primary site
