What happened?

Description

When you have an existing project config, which has a content field block with field instances inside it, the install on a clean db fails with the message Invalid field handle.

When I remove the field instance (plain text field) or keep the existing field handle, the install finishes correctly.

Steps to reproduce

1. create a content field block with a plain text and rename the handle of the plain text field
2. install on a clean db
3. error when applying pc, with msg Invalid field handle: headerTitle.

Expected behavior

Install finishes correctly
