Steps to reproduce

I have vi_mode_scrolloff: 8 in my config. I scroll a window using the mouse wheel and then try to click-drag over a string to copy it. If the string is within 8 lines of the top of the window then the window scrolls down causing me to select from where I started to several lines above.

I have a screen capture I will share OOB.

Expected Behavior

Either scolloff doesn't apply when I'm using the mouse, or the selection doesn't extend when its not me dragging but the window auto-scrolling.

Actual Behavior

I select too much.
