Support cross repository push by storing metadata on blobs which can be used to make pushing to other registries more efficient. This issue will track the issue, the initial PR was at #2697

• Add label on fetch to manifest to describe source in format containerd.io/distribution.source. = [,]
• Store token by scope
• Use source annotation to set cross repository query parameters
